Exactly who does Bill Clinton Work for?

by Emanuel A. Winston, a Middle East analyst & commentator
September 29, 1998

Who does Bill Clinton work for? Certainly not only for the United States. We are informed that, under direct orders of this President, IBM was allowed to ship mainframe Super-Computers designed to simulate and develop nuclear weapons and to test their explosive effects. "Our" President gave his permission to have these computers shipped to the weapons development laboratories of Russia, China, India, et al. For years "our" Presidents refused to sell Super Computers to Israel. But, Clinton didn't hesitate to issue a retroactive waiver for the illegal transfer of missile technology to China through various US corporations. America is awaiting a Congressional investigation on this matter about his playing fast and loose with national security.

Earlier, with the knowledge of the Bush Administration, NBC - Nuclear, Biological and Chemical technology was transferred through European corporations to Saddam Hussein. The NEW YORK TIMES (1) reported that the prominent Iraqi nuclear scientist, Khidhir Adul Abas Hamza who defected in 1994, has now publicly revealed the full extent of Iraq's nuclear weapons' development. Hamza's offer to defect was rejected by the CIA along with his information. Clearly, this was information that Washington did not wish to officially receive, particularly since they already had prior knowledge.

Hamza was trained in America and in 1970 became chairman of Iraq's nuclear research center's physics department outside Bagdad. Saddam Hussein ordered him to start a secret nuclear weapons program with the enticement of extra money and stature. In 1972 Hamza submitted Iraq's first comprehensive plan for developing nuclear weapons to Hussein. In 1987 Hussein named Hamza the Director General of Iraq's weapons' programs. Shortly before the Gulf War Hussein's son-in-law Hussein Kamal, started a crash program to develop a nuclear bomb, using torture and fear to drive his team of 7000 scientists into producing more in a month than they had in a year. Dr. Hamza said, "Fear works well."

Dr. Hamza perfected 2 methods for enriching uranium and each could have produced enough material to make a nuclear bomb as early as 1991 or '92. Hamza said he found it surprisingly easy to negotiate nuclear cooperation agreements with the former Soviet Union, India, Brazil, France, Italy, Switzerland, West Germany, and other countries, including America to buy nuclear technology that could be used for bombs under supposedly peaceful cover. Some companies offered to build turnkey factories and virtually laughed at the supposed safeguards to limit distribution of nuclear material. Our Presidents knew by virtue of US Intelligence Agencies and not only turned a blind eye but assisted by shielding the manufacturers and nations providing the materials.

It seems as if 2 American Presidents have betrayed the safety of this nation while also betraying our allies who were to be the intended target of these catastrophic weapons. Recall how documents naming the supplying nations and corporations were discovered by the Kurds in Iraq after the Gulf War. They were transferred to US and UN Intelligence, there to disappear from public view. Undoubtedly, we Americans were not supposed to know which nations and companies armed Saddam with the weapons he used to attack our American boys.

We do know that, at the 1991 Madrid Conference, Jewish employees of the State Department were tasked to get Egypt to demand a Nuclear Free Zone in the Middle East. Translated, that means that Israel was to disarm her nuclear deterrence, leaving her vulnerable to any massive air and ground assault by any combination of Arab adversaries. The supplying nations knew, even as they were undercutting Israel's deterrence that Iraq, Iran, Pakistan, Syria were busy buying and constructing catastrophic weapons of mass destruction. With her deterrent capability eliminated, the Arab armies would have no fear of a retaliatory strike. It would appear that both Clinton, Bush and a number of corporations attached to Arab industry have plans to insure the safety of the aggressor and their marketplace even if Israel is in danger be vaporized.

According to the WASHINGTON POST the Clinton Administration has intervened secretly for months, most recently Friday August 7 with Madeleine Albright's call to Richard Butler to dissuade UN weapons teams from mounting surprise inspections of Iraq's Nuclear, Biological and Chemical weapons' development sites. This was to avoid a new crisis with the Bagdad government, which would make the Clinton Administration look inept. (2) Clearly, the Clinton Administration didn't want to know what catastrophic weapons would be discovered. Clinton had bigger problems.

Other news reports, also broadcast on NBC Nightly News August 13 that Washington and London had tried over several months to stop the surprise inspections. Officials are now concerned that Washington and London were undermining UNSCOM and arms control. We already knew that France and Russia were pushing to lift the embargo. What we didn't know is that Clinton and Tony Blair were also working toward the same end. UNSCOM has held as many as 10 surprise inspections, including the one at Iraqi Air Force HQ that produced a document leading to the discovery of Iraq's production of VX nerve gas for missiles, which Iraq had previously denied. (3) One gets the sense that Bush/Baker are Machiavellian advisors to Clinton as this President moves to insure Saddam remains safe along with his weapons' program.

Butler felt it was important to first report back on his surprise inspections plan to the UN Commission. Unquestionably, this report and planned inspections were leaked by subversive members of UNSCOM (the UN Commission) back to Saddam. Obviously, such nations as Russia, France, Germany who wish to lift the embargo so they may sell weapons and buy cheaper oil cannot be trusted to keep surprise inspections secret.

As for the Clinton Administration, it has shown that, in order to avoid confrontation to force compliance with UN orders to destroy Saddam's weapons of mass destruction, this President is willing to sabotage all inspections. When Richard Butler gave the Commission the target coordinates for upcoming surprise inspections, the US stepped in and forced cancellation. At the same time Saddam Hussein cancelled the investigative teams. It appeared that Saddam had been notified of where the team was headed and coordinated his cut-off with Albright's dictate to Butler to cease investigating. Albright denied this accusation. (If you believe Clinton/Albright, I have a bridge to sell you.)

Back to the NY TIMES article of the defector Hamza and his description of what Iraq has been doing as Saddam developed his nuclear weapons. One paragraph was most revealing: "Dr. Hamza witnessed the intensive American and Allied bombing campaign of Iraq during the Gulf war and was stunned (or so it seemed) at how little the Americans knew about Iraq's nuclear program. More than half of Iraq's major nuclear installations, most notably the sprawling Atheer complex, a busy new weapons' center, were left largely untouched by the bombing raids." (4)

It would appear that Bush/Baker/Powell/ Schwartzkoff would or should have detailed intelligence on this complex - described as huge but they chose to ignore it. For 6 months prior to the start of the Gulf War, there were concentrated satellite fly-bys, ground intelligence, Israelis intelligence but somehow Bush and Baker managed to preserve this nuclear complex and Saddam himself.

The question still remains a mystery as to why Bush issued a Presidential waiver (pardon) to his Cabinet for any possible business relationships they might have had with Saddam's Iraq. This business could have ranged from selling or transferring military technology to obtain future oil leases in Iraq's untapped huge oil reserves. This can of worms should be opened - but very carefully..

Two Presidents (and perhaps more) have been carefully sheltered from the exposure of US involvement in assisting Iraq in its weapons' development program. The Reagan/Bush and Bush/Baker Administrations supported Saddam Hussein over Iran with the aid of $5 Billion (and probably a lot more) US taxpayers dollars hidden in the Dept. of Agriculture Fund. George Bush supported Saddam until the day of his invasion of Kuwait. Open Hearings might expose the Presidents' culpability.

Further, it has been reported that Iraq has a vast untapped oil reserve where "investors" and friends of Saddam would have become multi-millionaires. (This would include major corporations who could facilitate transfer of advanced weapons' and technology in trade for special treatment on oil leases.) It is no wonder that the documents naming these corporations have been burned or destroyed. It seems amply clear that some our Presidents' worked, part time for the American people and part time for foreign nations.

Will the Congress tear open the envelope marked "Secret" and protected under the National Securities Act? I don't think so. That is the special "Black Hole" where Presidents, corporations, generals can hide illegal activities and be sure that those incriminating files will never see daylight.

Relax Clinton. Relax Bush, Baker and your staffs. Congress will go along because the scandal of betrayal reaches both sides of the aisle.
